[内容简介] 大约在1750~1950年的200年间，欧洲经济社会谱写了以创新、竞争为基调的多元变奏曲——工业化。在由技术推动的结构调整及由此带动的劳动力流动与资源配置重组以及城乡结构变动的过程中，“去中心化”“就地城镇化”在城市病防治和经济社会的可持续发展中占据了关键的贡献：前者通过经济社会政治资源、公共产品和服务的分布均等化和区域城乡同质化，削弱了主要大城市的“资源中心”地位，促进了就业分散化和地区的均衡发展；后者以小城镇发展与“过渡地带”为特征的就地产业创造为主线，缓解了过度集中引起的城市病；而双轨制、多元化的职业技术教育和基础教育模式则催生了高素质、高水平的专业劳动力，为世界品牌创建贡献了坚实的基础。在由发达国家倡导的知识产权保护逐渐蔓延到各个领域的时代，经济发展的教训与经验则得以留在他们触及不到的角落，成为我们可以免费获得的极少数资源之一。如果可以将欧洲视作一面镜子，那么，透视其工业化、城镇化与劳动力流动等一系列“问题—对策”的发展过程及其效率与公平、市场与国家的跷跷板困境，我们可以获得一种逻辑经验，并必将在建设美丽中国的实践中日臻完善。
