    (一)养殖环节的耳标佩戴、档案建立、检疫证获取等溯源基础工作开展较好,但还部分存在耳标佩戴、档案建立、检疫证获取落实不到位等问题

     4.消费终端追溯查询无法体现企业之间溯源水平的差异,阻碍了生猪屠宰加工企业实施可追溯体系的积极性

     5.畜禽屠宰监管职能交接工作有序开展,但商务部门并未将猪肉可追溯体系建设相关工作交接给农业部门,可追溯体系建设仍存在多部门监管、资源难以整合的问题

    (三)猪肉销售环节溯源实现难的原因

     1.市场管理方台账检查力度不大、政府配置的电子秤年久失修导致部分批发市场的猪肉销售商不索要猪肉检疫合格证和不提供购物小票

     2.成本和个人隐私考虑是农贸市场和加盟专卖店的猪肉销售商普遍不提供购物小票的主要原因

     3.猪肉销售商摊位上同时销售两种及以上品牌猪肉的行为给猪肉销售环节实施可追溯造成很大困难

   四 解决猪肉可追溯体系溯源实现难问题的对策建议

    (一)强化和完善猪肉可追溯体系顶层制度设计是当务之急

    (二)生猪规模化和标准化养殖是实现猪肉有效溯源的必由之路

    (三)建立动物标识责任制和基层档案制是实现有效溯源的必然要求

    (四)政府应在继续加强政府猪肉可追溯系统平台建设的前提下,鼓励部分猪肉生产经营者积极探索适合企业自身的猪肉溯源管理模式

    (五)政府应鼓励加强生猪屠宰加工与猪肉销售环节利益主体之间的纵向协作,建立健全不同销售业态溯源管理方面的制度体系

    (六)政府应加大对消费者关于猪肉可追溯体系的宣传力度,提高消费者的溯源意识
